fancy dress

I have an existential doubt. I don't know why English people, particulary in Bournemouth, love to fancy dress everyday, but in Carnival nobody dress up. Yesterday, university people was wearing different types of dresses, it wasnt matter if you was wearing like a underground stop or like a Lego dummy. I get used to looking this things when im walking on the street but still now, Im surprised.
